I had a change in plans - one of the guests backed out so I was trying to cancel. I had to go through VRBO who said they were not able to get a reply from the owner after multiple attempts and I'd love my deposit. I decided to go. I was told the unit I rented was not available but they were upgrading me to a larger unit but weren't going to charge me extra for it! I received an email stating I'd receive a code to enter the building - I did not. I had to request this. I received tests with the code for the building, unit number and code for the unit. I arrived in the evening and the code didn't work. I texted to get the correct code which I did get. My husband & I went in, put down our bags, used the bathroom then got a call asking us to go to another unit, that the one we were in was rented out to someone else. We informed the person we had used the bathroom but were asked to please go to the other unit which we did. We did go to the other unit. Also during this time I requested that the "extra person" charge please be removed as I had tried to cancel and couldn't get through and there was no "extra person". I was told by the property manager she would "ask" the owner. The property I booked was advertised as large enough for 4 people but I was getting charged extra for having three. This was not clear in the Expedia posting My recommendation is to be sure you know who has the property listed, ALL costs - ask even if you think you know what they are!
